The Risk Engineering Ltd. Contract for design is a contract for Subcontractor’s activities of Engineering Contract for “Construction (delivery and installation of facilities and equipment) of Flue Gas Desulfurization Plantat Units 5 and 6 of TPP Maritsa East 2 EAD”, concluded under the conditions of the Yellow Book of FIDIC between TPP Maritsa East 2 EAD in its capacity as an Employer, and the IDRECO-INSIGMA Consortium as the Main Contractor.
The scope of the contractual obligations of Risk Engineering, Ltd. is in the field of consultancy and designing services.
The main activity of Risk Engineering Ltd on this contract covers the development of conceptual, technical and detailed design of Flue Gas Desulfurization (FGD) Plant for Units 5 and 6 of TPP Maritsa East 2 EAD.
A large part of the projects on the different parts have been developed by Risk Engineering Ltd. Such parts are all hydro-geological studies and reports, as well as all projects on parts Constructive, Architectural and General Layout; Water-supply and Sewerage, Heat Supply, Heating, Ventilation and Air-Conditioning, Thermo-technical Efficiency, and Geodesic Part (including Project for Geodetic Monitoring of Settlementsduring Operation); Fire Safety and Safety and Health Plan. A part of the projects on the Technological, Electrical and I&C Parts has been developed by Risk Engineering Ltd., and another part by the main contractor of the contract.
Since the foreign designers do not have the legal capacity required for the development of investment projects in the Republic of Bulgaria, all projects developed by them are authorized by legally certified designers of Risk Engineering Ltd. The authorization process includes verification of the projects developed by the foreign designers and bringing them into compliance with the requirements of the current Bulgarian regulatory framework, in case that during the verification, discrepancies with it are ascertained.
After bringing them into compliance with the Bulgarian norms, the projects are issued, and they shall be signed and stamped by the respective designers of Risk Engineering Ltd. with their personal stamps for designer’s legal capacity. In this way, the designers of Risk Engineering Ltd. undertake the functions of designers pursuant to the SPA.
The following basic sub-objects have been constructed and the following main activities have been performed: a steel absorber and Glass Fiber Reinforced Plastic (GRP) Chimney with a height of 135 m (with a common bearing structure); two pump stations; elevator for service of the absorber and building of Pump station 2, building for the production of limestone suspension; two oil supply stations for flue gas fans; transformer room and transformer platform; hydrocyclone building; all the necessary building installations: water-supply and sewerage, electrical, low current systems, HVAC etc.; gas ducts with their support structures; pipelines with their support structures; foundations under machines; installation of technological, electrical, I&C, fire-fighting and other equipment; rehabilitation and reconstruction of existing facilities and sites affected by construction and other activities. The rooms for control of the technological process are located on a separate floor at elevation +22.00 in the multi-storey building of Pump station 2.
All Construction and Installation Works (CIW) at the construction have been completed. All single, complex and functional tests required by the contract and the Bulgarian regulatory framework have been successfully performed. At present, the FGD Plant for Units 5 & 6 at TPP Maritza East 2, EAD is in operation. The European ecological requirements for purification of sulphur dioxide gases released into the atmosphere are complied with by the construction of the Fuel Gas Desulfurization Plant (FGD).
